1. Introduction
The Alawite Islamic Charity Association (AICA) is a non-profit organization dedicated to humanitarian aid, providing essential multisectoral services in education, food security, healthcare, livelihood, protection, and community engagement. AICA is implementing a project under Oxfam’s “Masarouna” program and invites qualified Lebanese TV stations to submit bids for the broadcasting of the SHTEKI intervention TV advertisements.
The SHTEKI project (Strengthening Health and Taboos awareness Educated through Knowledge and Innovation) is an innovative initiative designed to empower vulnerable communities by engaging youth in Sexual and Reproductive Health and Rights (SRHR) advocacy. TV advertising is a key pillar of SHTEKI, chosen for its ability to:
- Reach a Wide Audience: Ensuring maximum coverage across Lebanon.
- Enhance Credibility: Leveraging a trusted, prominent television channel.
- Provide International Visibility: Showcasing SHTEKI as a scalable, innovative model.
- Showcase Innovation: Highlighting the integration of digital tools and youth leadership.
- Attract Additional Stakeholders: Establishing a platform for expansion to other affected areas.
- Creating a Ripple Effect: Driving sustained engagement and long-term impact.
2. Requirements
AICA requires bidders to broadcast an exclusive airtime advertisement of 30 seconds, repeated 37 times over 24 days in April 2025 (from 1st till the 24th) within the 10:00 AM – 10:00 PM Lebanon time slots.
- Secure appropriate airtime on a leading Lebanese television channel, managing the scheduling and ensuring optimal reach.
- Ensure adherence to Lebanese media regulations, including cultural sensitivities for SRHR content.
- Comply with broadcast standards, quality guidelines, and timely delivery as outlined in Annex A - SHTEKI Booking Order.
- Provide clear audience reach metrics and post-campaign performance evaluation reports.
3. Bidding Information
3.1 ITB Documents
The following annexes form an integral part of this Invitation to Bid:
- Annex A - SHTEKI Booking Order: Workplan including a financial offer form (All prices must be quoted in US Dollars), ensuring all empty fields are filled, signed, dated, and stamped.
- Annex B - Vendor Registration & Compliance Form: Includes Business Registration Certificate, MoF Tax compliance, and bank account details.
- Annex C - Payment Confirmation Letter: Signed, dated, and stamped, confirming payment terms compliance.
- Annex D - Declaration of Non-Blacklist Status: Signed, dated, and stamped.
3.2 Requests for Clarification
Bidders may submit clarification requests via email at proc.log.officer@aica-lb.org, copying grants.pm@aica-lb.org, or call at 03512124. Queries must be submitted before the bid submission deadline.
3.3 Bid Submission
Bids must be submitted in sealed envelopes clearly marked as follows:
- Envelope 1: "Technical Offer – SHTEKI Project - [Your Company Name] – Technical Documents"
- Envelope 2: "Financial Offer – SHTEKI Project - [Your Company Name] – Financial Documents"
Both envelopes must be delivered to: AICA HQ, Eid Center, Alshamal Street, Jabal Mohsen, Tripoli, Lebanon
4. Bid Evaluation
Bids will be evaluated based on the following criteria:
4.1 Essential Criteria (Pass/Fail)
- Valid business registration, Tax certificate, and compliance documentation (Annex B).
- Acceptance of payment terms (Annex C).
- Declaration of non-blacklist status (Annex D).
4.2 Technical Offer (60%)
- Production quality, adherence to specifications, and cultural compliance measures.
- Broadcasting strategy and ability to reach diverse demographics.
- Team qualifications and experience in high-quality TV advertising.
- Clear timeline for pre-production, shooting, post-production, and delivery.
4.3 Financial Offer (40%)
- Total financial offer must align with the Masarouna project’s approved budget. Any variation exceeding 10% requires prior approval.
- Comprehensive cost breakdown for creative production, media planning, and airtime booking.
- Clear indication of unit costs and applicable discounts.
- All prices quoted in USD.
5. Compliance & Reporting
- Selected vendors must provide proof of financial compliance, including a Tax clearance certificate.
- TV station must comply with Lebanese media regulations.
- A post-campaign performance report is required, detailing audience reach and impact analysis.
- All vendors must adhere to AICA’s Protection from Sexual Exploitation and Abuse (PSEA) Policy, ensuring that all personnel involved comply with safeguarding measures to prevent harm to vulnerable populations.
6. Payment Terms
- Payment will be made within 30 - 45 days upon successful delivery and acceptance of services.
- Payments may be withheld if vendors fail to provide proof of AD placements, audience reach reports or meet contract deliverables.
7. Bid Acceptance
AICA reserves the right to accept or reject any bid and is not bound to select the lowest-priced offer. The contract will be awarded to the bidder whose proposal is most responsive to AICA’s needs, ensuring economy, efficiency, and best value for money.
